In 1972, Harvey Milk (Sean Penn) and his then-lover Scott Smith leave New York for San Francisco, with Milk determined to accomplish something meaningful in his life. Settling in the Castro District, he opens a camera shop and helps transform the area into a mecca for gays and lesbians. In 1977 he becomes the nation's first openly gay man elected to a notable public office when he wins a seat on the Board of Supervisors. The following year, Dan White (Josh Brolin) kills Milk in cold blood.

Coquitlam council approves rainbow crosswalk – right next to city hall Cost is expected to be much less than budgeted $10k


The “symbol… of the city’s commitment to diversity and inclusiveness” will be located at Burlington Drive and Pinetree Way next to city hall and steps away from Spirit Square, according to a staff report.
Council voted in favour of the initiative during Monday’s meeting, coming at the end of what had become a contentious debate in the community and on social media.
“I did find the way in which this was approached in a couple of instances was not conducive to bringing everyone together,” Coquitlam Mayor Richard Stewart said during the meeting. 
“I am saddened it did get as divisive as it did, especially since this is about inclusivity,” added Coun. Teri Towner. 

The city has budgeted $10,000 for the crosswalk but engineering general manager Jozsef Dioszeghy said it will likely cost much less. 

The amount is higher because at the time the estimate was made, staff had not settled on a location. Given that Burlington is much smaller than some of the other intersections that were considered, Dioszeghy said he expects the price to be lower than the estimate.

“It is not going to be as cheap as buying a roller and a gallon of paint but it won’t be $10,000,” he said. 
The crosswalk will be made with a special kind of epoxy paint that seals and is easy to maintain but is not slippery when wet, Dioszeghy added, noting it will have to be painted during dry weather.
Staff considered a number of high-profile intersections for the installation, including Poirier Street between the rec centre and Dogwood Pavilion; Brunette Avenue at Marmont and King Edward streets; Lansdowne Drive or David Avenue at one of the Coquitlam Crunch trail crossings; Pinetree Way at Lougheed or Barnet highways; and Trevor Wingrove Way in Town Centre Park. 

Burlington at Pinetree was chosen because it is highly visible and universally accessible, according to the staff report. The document noted that the location has a lot of pedestrian activity and is adjacent to city hall and Spirit Square, which holds a number of community events throughout the year. 
“The installation of a rainbow crosswalk is a symbol and statement of the city’s commitment to diversity and inclusiveness,” said the staff report. “The rainbow crosswalk, while closely aligned with the LGBTQ community, is also a recognized symbol of inclusiveness of a broad range of individuals, communities and social movements.”

While council voted in favour of installing the crosswalk, the decision was not unanimous. 
Coun. Terry O’Neill spoke against the proposal, saying that if council allowed the installation of a rainbow crosswalk, it would set a precedent that would force the city to adopt other symbols, possibly from religious groups or other organizations.

“I think we are opening the door in an unfair way by adopting symbols that the vast majority associate with one particular group,” he said, later adding: “It is unfair and it is not good city policy.”
Towner first brought up the subject of a rainbow crosswalk during a committee meeting last year but the issue received another push when Nicola Spurling and Ian Soutar of the Tri-Cities Pride Society presented to council last month. They called for rainbow and trans crosswalks to be installed at several prominent intersections. 

“One is a universal symbol of acceptance and one is showing support for a very marginalized group in the community,” Spurling told The Tri-City News at the time. “I am looking for a symbol of diversity and acceptance that is very prominent, that shows people their city welcomes and accepts them.”
A few weeks ago, local business owner Katrina Shelast and Access Youth Outreach Service executive director Jerome Bouvier put together an online FundRazr campaign with the goal of funding the crosswalk. 

Dioszeghy said the crosswalk will be funded with money from the city’s infrastructure reserve fund but he noted that council is discussing the idea of putting up signage explaining the significance of the rainbow. If that initiative moves forward, he said staff would revisit the idea of using money raised by Shelast and Bouvier.

If the city does not accept the money, the pair told The Tri-City News last month that they will use the funds to support a local organization or community group.

Coquitlam committee to mull rainbow crosswalk Monday

A Coquitlam woman will ask her city council Monday to install the Tri-Cities’ first rainbow crosswalk and make hers the first city in B.C. to have a transgender-pride crosswalk, too.
Nicola Spurling, a board member of the newly-formed Tri-Cities Pride Society, will ask council Monday to install one crosswalk painted with the rainbow stripes of the LGBT-pride flag, the other with the blue, pink and white stripes of the transgender-pride flag.
In June, Whitehorse became the first Canadian city to install both, followed by Lethbridge and Calgary in Alberta. More than a dozen B.C. cities have rainbow crosswalks.
Spurling said she felt compelled to take up the cause after Coquitlam Mayor Richard Stewart posted a video on Facebook in August showing people dancing in a rainbow intersection at this year’s Vancouver Pride Parade.

She told Stewart their city needed a rainbow crosswalk, too, to which he replied, “I’m in.” He said the idea had already been raised by Coun. Teri Towner.
Spurling believes becoming B.C.’s first city with a transgender-pride crosswalk would make it clear that Coquitlam is inclusive.

“As queer people in the Lower Mainland, the Tri-Cities don’t seem like a particularly friendly place to live,” Spurling said. “So the idea behind a rainbow crosswalk is that I know Coquitlam is a very accepting place.

“But to find that out, it took me campaigning (she ran for the Green party in the provincial election) and knocking on people’s doors as an out trans person to actually realize just how friendly the neighbourhood is.” Spurling said she’s willing to fundraise, should cost of the crosswalks become a problem, she said. Monday, after hearing Spurling and other delegates’ proposals, council may ask city staff to come back with a report on costs and other issues related to the project before it votes on the issue. Coun. Craig Hodge said if the community is happy with a single, all-inclusive crosswalk, he’d support that. But council will need to debate how best to recognize all members of the community, whether a crosswalk is the right way to do that and, if so, the logistics of it, he said.
“In the city of Coquitlam, we’re a very inclusive community, and we want to make sure we include everybody, every day,” he said. Concerns around equity and policy will play a role in discussions, said Coun. Terry O’Neill. He wonders whether installing special crosswalks would be unfair to other groups seeking recognition by the city. “Council is very fair-minded, very equity-minded, but if we do along with this, I think we would have to therefore then open the door to any other group that asks for a special display of some sort,” he said.

O’Neill said the issue may be complicated because the city is among more than a dozen B.C. municipalities that don’t grant proclamation requests, which he said frees up council from devoting time to causes not typically under its mandate.
He’s also concerned about the cost of installation, which typically requires special thermoplastic material.

The City of Vancouver paid $25,000 for four permanent rainbow crosswalks, landscaping and park benches. New Westminster paid $7,500 for a single rainbow crosswalk while Victoria paid $14,000 for three. Lethbridge’s rainbow and transgender-pride crosswalks cost between $13,000 and $18,000, paid for by the the city’s Pride society.

Coun. Towner, who pitched the idea of installing a rainbow crosswalk to council, said she doesn’t believe there will be a deluge of crosswalk requests should the city install one for LGBT pride. She’s not sure the proposal should be counted as a proclamation request.
Towner said the city already lights up a fountain, pillars and pathway with colour in recognition of Pride, mental health and other causes, clearly showing support for them.

She’s heard concerns from residents of other cities with rainbow crosswalks who said they felt taxpayers shouldn’t have paid for them. And she wonders whether it would be better to paint other things, such as stairs on the Coquitlam Crunch Trail, rather than redoing a crosswalk. But she certainly supports a rainbow crosswalk in Coquitlam.

“I would love our city to have one,” she said. “I just think it adds an extra level of vibrancy and colour and positivity.”

Starry Night Prom is coming soon! 

Starry Night Prom is an event for LGBTQ youth in the Tri-Cities and Ridge Meadows area; celebrating the diversity and Pride of the L.G.B.T.Q. youth in both communities.

In order to attend you'll need to pre-register at genouttc@plea.bc.ca by June 8th, once registered a ticket and event location information will be emailed to you. 

The event is happening Thursday June 22nd, 2017 @ 6:30 to 10PM and will be located centrally in Coquitlam.
